The Voluntary Product Accessibility Template (VPAT) and its resulting Accessibility Conformance Report (ACR) provide a vendor’s self-assessment of how a product meets accessibility standards. While these documents can inform technology reviews, they should be considered a starting point rather than a definitive evaluation. Use the checklist below to guide your review.
- Confirm Version and Standards
- Check VPAT version (e.g., 2.5).
- Identify standards: WCAG 2.0–2.2, Section 508, EN 301 549.
- Review Document Structure
- Product name and description.
- Evaluation methods used.
- Conformance tables with remarks.
- Focus on the Conformance Table
- Standard reference (e.g., WCAG 2.1 AA).
- Conformance level:
- Supports – Meets the criterion.
- Partially Supports – Some gaps exist.
- Does Not Support – Fails to meet the criterion.
- Not Applicable – Criterion does not apply.
- Remarks and explanations for details.
- Interpret Carefully
- Verify “Supports” claims in remarks.
- Note risks in “Partially Supports.”
- Flag “Does Not Support” as high risk.
- Check Evaluation Methods
- Was testing manual, automated, or hybrid?
- Were assistive technologies used?
- Assess Risk and Next Steps
- Identify gaps that affect your users.
- Request clarification or remediation plans.
- Conduct your own testing when possible.
An ACR is created by and for the vendor. It can provide useful insight, but should not be considered authoritative. For assistance interpreting these documents or assessing accessibility risk, request a consultation.
